AT THE COLLEGES
UTRGV School of Podiatric Medicine Welcomes 41 in Class of '30
The UTRGV School of Podiatric Medicine (SOPM) recently welcomed its largest, most Texan cohort of future doctors with 98 percent of them calling the state home. The SOPM Class of 2030 comprises 41 students, including 40 new students and one returning student, selected from a highly competitive pool of applicants.
The UTRGV School of Podiatric Medicine Class of 2030
At the annual SOPM Dean’s Reception held on Thursday, July 30, at the Harlingen Convention Center, Dean Javier La Fontaine, DPM welcomed the fifth cohort of students to their next academic chapter and shared a brief history of the school. The inaugural SOPM class was welcomed in 2022, as the first school of podiatric medicine in Texas and the nation’s only fully state-supported college of podiatric medicine.

APMA IN THE NEWS
APMA Intensifies Efforts Against Proposed Modifier -25 Payment Cuts
CMS recently published the proposed rule for the CY 2027 MPFS, which includes a draconian 50 percent payment reduction for services reported on the same day with Modifier -25. APMA strongly opposes this policy, which would unfairly penalize physicians for providing necessary, distinct care during a single patient visit and could create new barriers to efficient, timely care.
(L-R) Dr. Jeffrey Lehrman, Meghan McClelland, Dr. Patrick DeHeer, and Chad Appel
Over the coming days, APMA is taking that message directly to key decision-makers across the administration and Congress. APMA President Patrick A. DeHeer, DPM; Jeffrey Lehrman, DPM; Chad Appel, JD, CAE; and APMA CEO Meghan McClelland, MBA, met with White House staff today to explain why the proposed reduction is misguided and should be withdrawn. APMA is also scheduled to meet directly with CMS next week to reinforce its opposition to proposed Modifier -25 cuts.

PODIATRISTS AND WOUND HEALING
Recognition Comes Before Intervention: MA & CA Podiatrists
According to podiatrists Paul Han, MS, DPM and John Giurini, DPM, "Advanced wound products, including skin substitutes, remain valuable tools for appropriately selected chronic wounds. However, even the most sophisticated therapy cannot treat a wound that goes unrecognized until it has progressed. The greatest opportunity to improve outcomes often lies upstream — helping frontline caregivers identify subtle warning signs, communicate concerns promptly, and facilitate timely clinical evaluation before advanced wound care becomes necessary."
(L-R) Drs. Paul Han and John Giurini
"In many cases, these early abnormalities are visible days or even weeks before hospitalization. The challenge is not simply documenting these findings once they are recognized, but ensuring they are recognized early enough for intervention while complications remain preventable," say Drs. Han and Giurini.

CA Podiatrist Appointed Phase 2a Study Chair in DFU Clinical Trial
Lakewood-Amedex Biotherapeutics has announced the appointment of David G. Armstrong, DPM, MD, PhD, as Study Chair for the upcoming Phase 2a trial of Nu-3 and as a Scientific Advisor for the iDFU program. Dr. Armstrong is a leading expert in diabetic foot care, including infection control, wound healing, and limb preservation. He has authored hundreds of peer-reviewed scientific publications and has helped shape modern care for patients with diabetes-related complications.
Dr. David Armstrong
Final preparations are underway for the upcoming Phase 2a clinical trial of Nu-3 in patients with infected diabetic foot ulcers (iDFUs). The trial will evaluate three different doses of Nu-3 gel (2%, 5%, and 10%) in non-hospitalized, diabetic patients with signs of a localized, mild foot infection (NCT07565506). Patients will be treated once daily for 14 days. The primary outcomes of the study will be safety and efficacy, as measured by a reduction in CFUs ≥ 2 logs per pathogen identified at Day 7 and Day 14 compared to Day 0.

QUERIES (MEDICAL-LEGAL)
Query: Legal Requirement for a Translator?
Technically and maybe even legally, we are supposed to have translators available for non-English speaking patients. Our practice is in a melting pot zone. If I had to hire translators, I would have one from each area of India, China, Latin America, Bangladesh, Iran, Afghanistan and Pakistan. Luckily, most patients come with friends or relatives who can translate. If a patient comes in without a translator, are we obligated to find and hire one? Because there are so many languages, it would not be economically feasible to cover them all.
Name Withheld
Editor’s comment: Podiatric Medical News does not provide legal advice. Foreign language translation for non-English speaking (Limited English Proficiency or LEP) patients falls under Title VI of the Civil Rights Act and Section 1557 of the Affordable Care Act (ACA). State rules may vary so it's best to check with your state association or a healthcare attorney.
You are required to take "reasonable steps to provide meaningful access." This requirement is typically fulfilled through pay-per-minute phone or video remote interpreting (VRI) services rather than on-site staff. Patients can waive the right to an interpreter or use friends or family to translate.

RESPONSES/COMMENTS (NON-CLINICAL)
RE: Do You Have Magazines in Your Waiting Room?
From: Elliot Udell, DPM
When I opened my practice over 35 years ago, one of the expenses I had was filling the waiting room with new magazines. Most general practitioners had old, old copies in their waiting rooms and I wanted to make sure that my patients had the latest; this cost me hundreds of dollars in subscription fees.
Come 2026 and even before, you could not lift a fingerprint off of any magazine in my waiting room. People don't read them. When I offer a patient some reading material, their answer is, "hand me my cell phone."
